
Dawson led a green retrofit program across three of Bellingham's largest public housing complexes, Lincoln Square, Washington Square, and Chuckanut Square, for the Bellingham Whatcom Housing Authorities. The project improved energy efficiency and building performance for hundreds of low-income residents through envelope upgrades, high-efficiency mechanical systems, and sustainable building practices, all completed while tenants remained in their homes.
The three complexes now operate with sharply reduced energy consumption, lower utility costs that benefit both the housing authority and the residents who pay a portion of their own bills. Building performance improved across the board: better insulation means warmer winters and cooler summers, and modern mechanical systems deliver cleaner air and more reliable heating. Hundreds of low-income families got better housing without being displaced, and the housing authority got buildings that will cost less to operate for decades.
