Ballington Flats is 42 units of affordable housing in Burlington, built by Dawson Construction for Volunteers of America Western Washington. The apartments sit across six buildings on a 1.87 acre site, along with a resident services building that holds a community room, laundry, a kitchen, and offices.

Some units are set aside for veterans. The property is named for Ballington Booth, who co-founded Volunteers of America in 1896, and it is part of the North Star Initiative, a partnership across Skagit County, Burlington, Sedro-Woolley, Mount Vernon, and Anacortes to house people experiencing homelessness. Skagit County has the lowest rental vacancy rate in Washington, under one percent.

Dawson broke ground in July 2025, and Ballington Flats opened on August 13, 2026.
